The current CRSD was formed pursuant to the Royal Order No. (A/564) issued on 15/10/1442 H. corresponding to 27/05/2021, which stipulated the formation of two circuits within CRSD for a period of three years. Later on, a royal approval was issued on 11/02/1446 H. corresponding to 15/08/2024 to reconstitute the first circuit and renew the membership of the second circuit for a period of three years.

Since the issuance of the Capital Market Law by Royal Decree No. (M/30) dated 02/06/1424 H. corresponding to 31/07/2003, the first CRSD commenced its duties on 07/11/1425 H. corresponding to 19/12/2004. Prior to its amendment, the Capital Market Law stipulated that the appointment and selection of members of the CRSD would be by a decision of the Capital Market Authority Board for a three-year term. The Capital Market Authority Board issued decision No. (2-31-2004) dated 07/11/1425 H. corresponding to 19/12/2004, appointing the members of the CRSD for the first term, that included the following members:
